IEP vs. 504 Plan — What's the Difference?

IEP Individualized Education Program
  • Governed by IDEA (federal special education law)
  • For students who need specialized instruction
  • Includes goals, services, accommodations, and related services (OT, speech, etc.)
  • Available ages 3–21 in public schools
  • Requires formal evaluation and eligibility determination
  • Legally binding — school must provide services
504 Plan Section 504 of the Rehabilitation Act
  • Governed by Section 504 (federal civil rights law)
  • For students who need accommodations to access general curriculum (no specialized instruction)
  • Common accommodations: extended time, preferential seating, breaks, assistive technology
  • Available K–12; protections extend to college via ADA
  • Less formal evaluation required
  • Also legally binding
